The Role of Participation in Budgeting Introduction Although participation in budgeting may enforce the managerial performance, it has constrains and can cause some problems as well. This article analyses the possible advantages and limitations of the role of participation in budget setting. In the next section, the possible merits of budgetary participation are demonstrated. This is followed by a section that explains the equivocation existing in the relationship between budgetary participation and performance. Then, in the following section, some negative effects on the application of participation in budgeting progress are illustrated. The final section is the conclusion of the study. The Possible Advantages of Budgetary Participation According to the definition of budgeting, it is the à ¡Ã ®estimation of all income and expenses for an accounting period or financial forecasting, planning, and controllingà ¡Ã ¯. So budgeting takes a crucial role in management accounting. Therefore, studying how to make budget setting more effective is important for the benefit of the enterprise. Participation in budgeting is one of the useful approaches. It bears some possible advantages, which may enhance managerà ¡Ã ¯s commitment to budget objectives. The following discussion (adapted from Lecture notes by Professor S. G. Ogden, 2004) bears the assumption that there is positive relationship between participation and performance. The contradictions will be discussed later in the following sections. First of all, participation in budget setting can inspire the enthusiasm of the managers. Then they will intend to input more energy and time into the work to meet the budget targets. Because if they are involved in the process of budget setting, they will link it with their own knowledge, experience, and so on to make the judgment. Economic Conditions of Japan Japan is currently in an economic recession. We can see that the value of the yen is falling; unemployment is rising, and purchasing of durable goods is down. This unhealthy state of economy has progressively become bleaker over the years. Many believe that the start of the slump was due to the economic bubble in the late 1980ââ¬â¢s when low rates encouraged an inordinately large amount of investment. When a country has an elevated investment rate, large amounts of capital stock are purchased. This means that an elevated rate of investment must be maintained in order to accommodate for the high levels of depreciation. In the early 1990ââ¬â¢s when investment began to slip asset values imploded. As a result, banks were making bad loans. The Japanese government was not quick to react, and by 1998 many major banks were on the verge of collapse. To try to combat the trend of failing banks, the Bank of Japan Governor, Masaru Hayami, started a ââ¬Å"zero interest rate policyâ⬠in 1999. This move built confidence in Japanese banks and the Japanese economy. However, this positive reform did not last. Banks were not using this recovery policy to write off their bad loans. They also did not get rid of very risky stock market shares. Hayami became fed up with the actions of the banks and raised interest rates in August of 2000. Then when the stock market began falling, those risky shares that the banks owned caused them to lose even more money. So now the country is a facing a major problem: what to do about the losses experienced the stock market and from default loans. In the worst-case scenario calculated by Merrill Lynch credit analyst Koyo Ozeki, banks would have to write off more than 70 trillion yen in loan losses. In order to do that, banks would have to pull the plug on thousands of deadbeat borrowers. This would be devastating to the unemployment rate. Japanââ¬â¢s unemployment rate is currently at 4.9%, which is a postwar high for the country. This is due in part to the number of workers losing their jobs. Another big part of the increase in unemployment is due to the increase in the labor force. Planned Parenthood and Teen Awareness Group (TGA) Essay
The Teen Awareness Group or TGA is an educational program that is sponsored by Planned Parenthood in East Central Illinois. The aim of TGA is to mobilize specific age groups within the community to teach the younger population about teen pregnancy and other related issues. The ultimate mission or goal of the TGA is focused on a specific group of people, the youth, as a means to compartmentalize the services provided by Planned Parenthood and in the same way direct attention to vulnerable populations and ensure that specific needs or concerned posed by them are addressed. Another objective and motivation being utilized by Planned Parenthood is the consequences of being unguided throughout a young individualââ¬â¢s life. The organization recognizes through its educational program that undesirable results, such as unwanted teen pregnancy, etc. , are results of uninformed decision-making and an unguided life. Through education, TGA aims to teach the youth to become more responsible and aware. The program does not only benefit the youth in terms of being educated and guided. It also empowers them to become socially conscious of their responsibilities in terms of helping other people within the same age group to face challenges by becoming part time workers for the organization. Peer educators will be trained to be competent enough for the job requirements, and they should also be able to attend set meetings as required. Individuals who are eligible to join the cause should be between fourteen to eighteen years of age. The schools they are attending should be within the Bloomington-Normal and Champaign areas only. Aside from peer educators, individuals who will be joining the program will also be able to communicate with adults who are more experienced in the area. Planned Parenthood operates for TGA by coordinating with schools within the areas mentioned. Peer educators and individuals who want to join the program are asked to communicate with representatives working in their schools to be informed of how to join the cause whether as the subject or the educator. The resources for the programs that are lined up for the TGA are funded by the Illinois Department of Human Services Teen Pregnancy Prevention Program and the Cunningham Township/Urbana City Social Services Funds. Each institutions plays a major role in the production of resources that completes and realizes the purpose of Planned Parenthood through its educational problem facilitated by the TGA.

The true sportsman knows also the value of unity in action. Look at the rowers in a boat from the cockswain to the helmsman, how harmonious and concerted are their strokes. If one of them misses his rhythm, the harmony is destroyed.How often have we not seen on the football ground, a splendid opportunity lost by the selfish desire or individualistic effort of one man to score! It is the same in the cricket field; the same everywhere, not individualistic display for record but to play for the team. Sports should teach us another lesson, which is often ignored, to obey the umpire or the referee whether he is right or wrong. In the hard battle of life, we do not always get justice. Often the verdict goes against us through no fault of ours.A true sportsman takes these ââ¬Ëslings and arrows of outrageous fortuneââ¬â¢ as in the course or part of the game. He is not disheartened but prepares for a further effort; for he is not to question why in defiance. I couldnââ¬â¢t stand it anymore Lennie wouldnââ¬â¢t fight back so I told him to ââ¬Å"let him have itâ⬠. Lennie caught Curleyââ¬â¢s punch, then he crushed it and he wouldnââ¬â¢t let go. When he let his fist go it was flattened, not a bone was left unbroken in his hand. I was sure Lennie and I were going to get canned but Slim saved our skins. He told Curley that if he told anyone what happened and get us canned, we will tell everyone then he would get the laugh. That was good of Slim. I was all right at this point, I was happy, I thought if Lennie play and I our cards right and keep clean for a month we will get our fifty bucks each and get that ranch with old Candy. I started to believe our dream could really happen. All the lads and me were playing horses shoes late Sunday evening. I heard shuffling footsteps from the barn, I looked and saw Candy making his way towards me. His body language said every thing, when he looked at me I felt that something was wrong. He came to me said quietly ââ¬Å"you better come to the barnâ⬠. When I saw Curleyââ¬â¢s wife lying there dead the painful thought going though my mind that I had no other solution to this problem but assume that it was Lennie and knew that was what Candy was thinking. At this point the dream was over for sure of a little ranch. I knew this was the end of the road for Lennie. I knew Curley would want lynch him so Candy and I discussed what we were going to do. I went to the bunkhouse and got Carlsonââ¬â¢s gun, while Candy went to get the boys. My memory flicked back to the night Carlson shot Candyââ¬â¢s dog. I went to the barn and heard how they were all planning how they going to get him, Slim reassured me that it was the only way. The others went of all armed; they all went the opposite way to where Lennie should be. I knew he would be by the river where we slept a few nights ago, I told him if he ever got into trouble to go there and wait for me. Sure enough he was there, looking at him made me shiver about the thought of my duty ahead. Lennie expected me to be angry with him but I told him visualise the dream of the imaginary ranch and how the rabbits would hop around and there soft hair. When he looked away I ended his life hoping he was going to a better place. As his lifeless body hit the ground it set a feeling guilt that was unimaginable. I looked at my right hand, which held the gun I throw it away in disgust. Iââ¬â¢ve moved on now people, just donââ¬â¢t care about ranch hands.
